Pure Bastard.

 He was FBI head of Boston office when FBI agent John Connolly, Whitey Bulgers childhood buddy was running interference for him. Whitey's boys in the 70’s or 80’s walked in the back gate of Tulsa’s Southern Hills Country Club at 9:30 in the morning and executed Roger Wheeler, CEO of Memorex(Telex),in the parking lot because he wouldn’t sell his Florida Hi Lai club to him. Connolly wasn’t arrested till many years later, finally died in prison waiting for trial.

Side note: A college buddy working for the US Marshals Con Air was on Whitey's flight from California to South Carolina where Whitney was killed in prison, probably at Mueller's request because he was shit deep in the “Mueller Investigation”
