The loons in the California "legislature" have been forcing this crap down our throats for DECADES now. There's another thing these geniuses never gave thought to; less water going down the drain means less water to carry the waste to the septic tank in my 1979-build house, whose plumbing was designed around a much higher water flow. This means whatever solids go down whatever drain often don't make it to the tank. They find a whoop-dee-doo in the drain line and just settle there, eventually clogging the line. I have two options; I can snake the line whenever it clogs, which is usually at THE most inconvenient time, or I can flush the toilet twice, and run hot water down the kitchen drain as the final act of washing the dishes. Both use more water and cost me more money... Ask a California Democrat if they care... They did their "smart" deed for the day...
